Most important decisions are discussed before they are finalized in writing. Audio surveillance of these "private" conversations can give unauthorized listeners the information they desire and the lead-time necessary to make use of that information. When Government Organizations have a requirement for the confidentiality of classified materials or a SCIF, they are usually required to comply with DIAM 50-3 or DCID 1-21.
